柒、教學內容及進度:

本課程主要在探討全球化進展下,東南亞各國政府所採取與市場相關的政策,這是政治經濟學最主要關切的領域,也是眾所關切的政策分析之重心。課程將先探討各國政策的趨勢與特點,政府角色的定位與輕重的變遷;其次將討論政府介入市場的主要領域,從管制的鬆綁,而至勞資關係、產業政策,也兼及轉型經濟的政策變革;最後將討論幾個區域裡新興的政策領域,包括競爭政策、政府治理、社會安全、市民社會的角色,以及國際組織在區域政策的介入。南亞亞各國在解決發展問題所採取的公共政策,誠然有許多沿襲了西方的做法,不過也有另類的解決途徑,確實值得深思。

捌、成績考核方式:

一、                出席及參與(25%):學生在上課前必須先仔細閱讀指定資料,並積極參與課堂之討論,曠課超過兩次將會明顯影響學期成績。

二、  提問 (20%):每位學生必須針對三個主題就指定閱讀於上課前提出分析性問題,問題必須顯示對所閱讀資料有深切的了解,並與該堂課目有密切之關聯性。

三、  繳交學期報告(30%):學生必須提交一篇5-7頁針對東南亞特定發展議題的學期政策報告,分析特定發展問題的起因,並提出解決之建議。報告大綱必須在期中考週之前提出,並取得授課老師的核可。評分的依據為報告的內涵、分析的完整性、建議的可行性,以及課堂提問資料的充分性與說服性。學生可提出三份報告草稿,以最後一份定稿作為評分之依據。
